Hi, I was wondering if there is an application/programme that can cross reference Scott numbers to SG numbers.

There are "web catalogues" that list stamps with both SG and Scott numbers, but the one I'm thinking of can't be referenced here because its owners have spammed the forum in the past. Havea Google!

The issue with that catalogue is that when it comes to shades, there might be confusion. And there are a lot of them.
Colours described in Gibbons and Scott may differ in name, but not in actual colour or hue.

If you're looking for a Gibbons/Scott conversion reference for USA stamps, dealer John Wells of Waltham Cross put one together a few years ago. If you can't find him via Google UK, email me directly and I'll give you his contact details. Steve Taylor
