I've tried looking through the 2023 catalogue of Canadian stamps, and I can't find this one. I'm wondering if perhaps it isn't really a stamp?

The clue might be in the imprint on the left.

It appears to be a stamp-like item used for bulk mailings instead of meter marks. Some postal authorities issue labels that look like stamps for direct mailings, so people are likelier to open the mail.

This is a personalized Picture Postage(tm) stamp.

See Scott 2064 for the basic frame type.

From 2004 through 2012 anyone ordering their own personalized Picture Postage could base it on one of two frames. This is one of those two types.

There are likely tens of thousands of different examples that were created by the public.
