1945 San Marino Parcel Post Damaged Plate (Error?)

Can anyone suggest a value to put on this parcel post stamp with a triangle shaped spot of color between the open legs of the 3. I imagine it is from a damaged plate but could just as well be an error of some type. Its unused, hinged.
