Let me add a bit more context, as this might be of interest to thematic collectors.
These marks were control marks. Every cigarette packet sold had to pay a 5˘ tax, which was indicated by attaching these stamps to each cigarette packet sold in Venezuela at that time. Every cigarette company used its own control marks. Here we can see two of them: La Cubana and El Cojo. There were a few others as well.
These marks were attached in the factory before the packets left the premises.
Shockingly, this tax was extremely abused. I have found fraud reports from the 1880s all the way up to 1910... That said, the process to prevent such fraud and the way the tax had to be paid changed a bit throughout these years.
