Checked Scott and Facit but still confused.
Both are perf 13.5 with the 1901 issue lithography on chalked paper and the 1903 issue Berlin Plate ordinary paper.
Dealer says this stamp is the 1903 ordinary paper issue.
How do you tell it's the 1901 chalked paper issue?

Search the forum for "chalky paper," you'll get a number of clues about how to detect it.

I did a search and found out what the chalked paper's purpose was. It was to prevent cancellation removal. But using a silver wire test is not practical and can leave a mark, and checking for smoothness is very subjective on an old stamp. They say water can remove the coating so if you have a used stamp and it was removed from the envelope by soaking what do you do then? Any ideas from the experts?

It's much easier to tell the difference by looking at the embossing. The later issue has weak embossing, the early strong.

The answer to your question is right there in your scan that you posted here . The difference in the lettering at the top of your scan .

The top has the "10 MAPOKB 10 " if the "M " and "A" touch then it is #75 .On the #69 the M and A don't touch each other . This is also true of the bottom panel also .
