I am not sure what you mean by "key", but if I were just starting a Mexico collection with a modest budget, I would focus on Scott #s294-320. Lovely stamps, mostly reasonable prices.

Just look at a catalogue and pick out the most expensive ones. That will give you most of the "key" stamps.

Scott catalogues are found at many US public libraries and sometimes can be checked out for research at home.

Or use the catalog appropriate to your locale. In the UK, Stanley Gibbons, in France Yvert et Tellier, in Germany Michel, etc. Your local library could very likely have a set or two.

Finding the "KEY " stamps , first buy the specialized catalog for that country . Then spend about $1,000 buying a few collections of that country . Put all those collections into one album .

There ---you now have a few blank spaces in your album ---THOSE ARE THE KEY STAMPS ....yes some are stamps under $1.00 and some are over $100.00 .......but now you know the key stamps

It goes back to the idea that the stamps that are missing in most collections are the KEY stamps .
