French Cancellation Usage Question

In the book, "Catalogue des Obliterations des Timbres de France" by E. H. De Beaufond, there are two Paris cancels that I can't find any further information on. One is "Controle des Produits" and the other is "Verification des Produits" pages 80 and 98, respectively. Does anyone know how these cancels were used and by whom? What was their purpose?

The first image is the same shown in Maury's catalogue from 1902.

Might it be a cancellation for certain Government departments?
