Help On 1930 Coastal Airways Special Short Flight Cover

Came across this 1930 event cover and found out who Louis T Moore was, the founder of this event. His signature is on the cover. But couldn't find anything about the markings on the back from Coastal Airways and the pilot who signed it. Was that part of this event? I have seen other covers form this event and they don't have this marking on back.

I just realized that the pointing finger marking is not in the stamp smarter data base as well.

Confused about what Bicentennial is being celebrated. 1930 is 200 years after 1730. Stamp Act was 1763-1767.

I do not know but it appears that someone who wanted to gain some publicity decided to have a commemorative one-time flight to celebrate this event. I cannot make out the pilot's signature, but here is card that seems to have also been flown on that commemorative flight but with an entirely different pilot. I do not know why the pilots seem to be different other than perhaps one was the pilot and other the co-pilot??

Was the USS Cole at a port near bye? both are from the Wilmington area so I would expect the cover started there.
