I agree, that's a forgery.
I don't have my reference handy to verify that, but no way that's a legit stamp.

As the OP included two stamps, is the second stamp a forgery also?

Its harder to see, but it appears to be from the same source (forger) as the first stamp.

These are forgery A by S. Allan Taylor, according to Lyons' Identifier Volume III.
