Here I got 2 cents George Washington 1883, but I couldn't get it to be distinguish between Scott #210 or #211B...

Nope. 210 all day.
211B was a Special Printing, and you don't identify by the color. It's all about the proof-like impression, and nearly all are unused. Collectors ordered these from Washington DC, and they weren't sold at the post office. No one used them- they were for their collections only.

Knowing this, can you now understand why these can't be 211B?

In spite of admitting those explanation, I still confused of one thing, what is a "favor cancel "? Because I came across this on note on Swedishtiger website mentioning that there were sale on " favor cancel" for $850.

Essentially, CTOs started out as favour cancels. that is why it stands for 'cancelled to order.'

Nowadays, CTOs are printed with the image and it has nothing to do with 'to order.'

A favour cancel is one obtained from post office staff without the stamp's having gone through the mail. The individual nature of the cancelling is in contrast to mass cancelled-to-order postmarks.

No - if cancelled for favour, it would have been neatly cancelled, rather than obliterated as yours is.
