Is This UK , One Penny, 1881 Stamp , Broken Frame Variety?

A one penny 1881,UK is currently being offered as frame broken variety stamp.
This particular area on the bottom lower frame shoud be the frame broken variety, but I have some doubts that's it not the same thing at all. Shouldn't the occurrence in question be observed at the inner oval frame under the image of queen not at the bottom lower frame?

It is a minor variety, but not one of the broken frame varieties listed.
