I was noticing the stamps are two different colors, presumably from oxidation, when I discovered a crease in the paper- most prominently on the left stamp, which was pre printing!
The black handstamp across the face says "liquidated"; it was a custom house marking which was used in San Francisco if I remember correctly. Punch cancels are almost always seen on stamps with that handstamp; presumably it was a requirement.
