Looks Like WA of Ottawa, the 6 would be represent what?

The 6 is part of the date.

This example was on ebay.

and the 1 in the circle represents , is it a fake, according to the date stamp of
FEB 24 90 (meaning 1890), that stamp was not issued until 1898

am I wrong?

Looks like the 5 cent grey Small Queen is Scott 42, which was an Ottawa printing between 1888 and 1897.

I'm not sure what the 1 represents. Ottawa wasn't allocated 1 in the numeral series for the earlier 4-ring and 2-ring cancels.

However, the hammer was made of metal, so was probably durable enough to be still in use in 1898; I don't think it is a forgery.
