The Northern District Office was established on 1 September 1858 at Lower Islington.

According to Parmenter, the device is known used from 1868 to 1883. It's a Dubus type 5 (see Parmenter - Barred Numeral Cancellations of London page 56 of the PDF).

The 23 is the device number.
