I pulled out the postcard with the cancel I showed above, and the manuscript message on the back is dated Aug 8, '77 which agrees with the date in the cancel. So the 0 in your example should be part of the day.
It is a little over 400 miles from St. Catharines to Washington D.C., which should only take a few days at most. If it was mailed in April, and arrived in May, it must have been mailed in late April. So my best guess would be April 30. It is unlikely to be possible to determine the exact reason for the 3 not appearing (if it is April 30).
