First day for both (April 30, 1904) and this set is postmarked that date and that event. But Scott honors a different later postmark - is there an explanation? Thank you

The cancel is an advertisement for the fair. It was not meant as an FDC cancellation

Many fairs and exhibition had such early advertising slogan post marks. Yours is a pleasing set of cutouts, all from St. Louis.
