Help Identifying German Stamp With Overprint

It looks like it could say Neuhausen, but I'm unfamiliar with that type of overprint. Any help would be appreciated.

The overprint is 14 Heidersdorf Neuhausen. The stamp is from the Soviet Zone in 1948.

Following the currency reforms instituted by the western occupation powers, the Soviets elected to implement their own currency reforms, which necessitating making changes to existing postage. They ordered that existing postage by overprinted by handstamping with the district number and location.
