Is this the variety that you are referring to?  Is this a constant variety that you have seen before? It looks like an ink smear, which would indicate it to be a one-off variety. |

I think the reference is to an overall over-inking. E.g. in the arc under Canada, letters, etc.
Not a good scan to be able to tell. Still, this is not unusual. It is what I would call ink smearing. |

Not doubling. I call these ink pulls. They are very, very minor and usually not desirable. Hence, this wouldn't sell for as much as a pristine copy. |
