I think ink was spilled on this stamp. The glue is MNH on back. or reglued? And the ink soaked through in parts. How would you classify? used? Or damaged?

Damaged and judging by the way the gum envelopes the perforations a regum as well. Perhaps practicing on a damaged stamp?

Due to the marking on the face, the stamp is no longer valid for postage, canceled or not.
