I have managed to translate the lower inscription to read "Polish Committee for Aid to Flood Victims. It's not listed in any of the resources I have available to me, so I question if it is a valid postage stamp for regular service or even as a postal tax stamp. Any input would be very helpful and appreciated. Thanks
