Is this a precancel? If so does it diminish or increase value? It looks blurry but is perfectly aligned. Thanks in advance - and Merry Xmas

Yes it is a precancel, known as L-9 HS. It is listed with zero value (no examples found when the catalog listings were vetted). So it is scarce, and probably 'worth' more with the precancel.
