There is confusion with this brand or this variety is simply not listed in the Michel catalogue. The fact is that Bremien Papier was strictly applied to number 23, which is indicated in the Michel catalogue. Brand paper glows in Ultraviolet!!!
The question is how number 15 could be printed on paper for test brands that went under number 23PIII.
All information about trial brands is in the last photo!!

It's such an impression that there is a unique Wz in the form of a mesh and not glue as indicated in the catalog!!!

If you look carefully, you will see only part of the stamp reacts to UV-light. That, typically, suggests it is contaminated. Maybe, someone soaked the stamp in water with added washing-up liquid.

I've seen this many times in stamps that are soaked alongside other stamps. We're not saying that it was done by you. Only that someone possibly did this in the past.
