When the British recaptured Mauritius during the Napoleonic Wars, the French surrender, under an Act of Capitulation, allowed settlers to retain their land, language, customs, and legal system. That is why correspondence from this island is often destined to France or French territories.
The letter to Nelson Editeurs would have been about purchasing books. Nelson Editeurs was an upscale book seller. Much literature in France was sold with soft covers. Books purchased from Nelson were formatted with a bound cover to preserve the title. Nelson is still in business today being acquired by Harper-Collins in 2012.
