With this cover being mailed January 31, 1864 from a confederate state to a union state; how did this stamp Scott 65 get allowed? Is this perhaps one that went through Flag of Truce mail or maybe perhaps a third party? Somehow the confederacy allowed this to go through with a 3 cent union rate. Thoughts? Help?

Nashville was occupied by the Union in 1862, and it stayed that way until the end of the war.

Nashville was under occupation by Federal Troops. This probably was a letter sent by a union soldier and the stamp would be a correct use.
