They are meter impression from franking machines, not stamps. Since your profile suggests you are from Belgium, I expect you, regularly, see them on mailings from government institutions, banks, and insurers.

You might want to google the various companies that sent the mail, some might have been involved in the holocaust. I have some meters of companies that were involved as part of my Holocaust Perpetrators collection.
