According to Klaseboer, the 5 pfennig was the low value, in lilac from 1875 to 1890, and in green from 1890.

Looks like a variant of Michel DE-W 56a imperforate 1890. Need a German specialized catalog.

Could it be a newspaper wrapper ,being a low value plus looks like thin paper ,thinner than postal stationary .

This is most probably a part of a Private Stationery Cover(German Privatumschläge) Michel Württemberg no PU6

Thanks for all the replies. I'm adding an image of the entire cover. Definitely a postal stationary envelope. I don't have access to a specialized German catalog so figuring our what to call this for my write-up for my Inbound to Hawaii collection is a bit of a challenge.

I would write something like
"Uprated private stationery cover from Württemberg, Germany, sent as second rate (50-100 grams) printed matter"
The note in blue crayon at top is 56gr indicating that the weight was 56 grams. The fee was 5pf/50 grams. The note Spalt 28 I donot quite understand but the sender published calenders and perhaps it indicates that the cover has contained a small calender and that there is something of special interest in column /page 28. I cannot see if this item is closed at left and right. But if it is open on both sides you shall call it wrapper instead of cover

If it measures 147 x 84 mm, then U35 is a good candidate.

Spatt can also mean late. and the 29 could also be 2 g

It is written in the same color as the 56 gr. so most likely writen by someone from the post office.
