The curl of the 3 on the top stamp is very long, and could be mistaken for a 9 if one is not very familiar with 19th century manuscript.

The perfs are ok...I agree with imaging issue altering the scan. Ii still have doubts as to the date being a 3.

I think if the day is july 9 then the year is also 1869. I don't think that the day is july 8 because that numeral doesn't look like his 8s in the year. So I think july 9 1869.
