These are what BPost calls MyStamps; i.e., personalised stamps. Apparently, these date to 2020.
Many catalogues do not list such stamps, even if they are an issue by the post office and not ordered by a third party.

I am trying to Identify the Scott Catalogue number for the Prior side not the picture label side.

The cover says Timbres-poste autocollants
Self-adhesive postage stamps

There is no denomination on the stamps

Thank you

None is needed as the stamp is good for the "Prior" rate of the moment. "Prior" is for next day delivery within Belgium, currently 2.37 pounds or 2.33 pounds when purchase as a group of 5.
