These are what BPost calls MyStamps; i.e., personalised stamps. Apparently, these date to 2020. Many catalogues do not list such stamps, even if they are an issue by the post office and not ordered by a third party.
None is needed as the stamp is good for the "Prior" rate of the moment. "Prior" is for next day delivery within Belgium, currently 2.37 pounds or 2.33 pounds when purchase as a group of 5.
