Help With This Philippine 5c Overprint USA Occupation

After not finding anything in searching could someone please tell me about this Philippine USA occupation stamp. I suspect it may be a cut out but the overprint keeps me guessing. With the United States of America blacked out & republika ng philipinas overprint am also wondering about a renegade unrecognized government activity but a search for that only gets me the Philippine current home page. Because it says postage I assume it was a real stamp at one point but nothing is found for that either. Someone in the past has written NO2 on the back. Scott does list an occupation official number like that but it is not of this design or denomination. There are 2 listed with the republika overprint but of course different designs. Cutout??

You are correct that it is a cutout from a postal stationery entire.
The number written on the back is probably NU2 not NO2.
These are listed in Scott Specialized (US) under Philippines - Occupation Envelopes. Issued in 1944. Here is an example of a complete cover from ebay:
