very likely a kind of postal savings stamp. Argentina had many suchs chemes, including one for school children. The stamps were stuck into a booklet and once full, the booklet's value would be put into a savings account.
I think that may be the closest explanation to reality...even its small size matches its use for a children's savings book...and even its small toy-like appearance could be related...
