Light one is perf 14 and dark one is perf 13 1/2.
Are these different stamps? ...poor printing? ...or ???

Is the ink on Hyderabad stamps known to be water soluable?

To my limited information from various Collectors & Catalogs is that the top stamp was printed in 1947 and the bottom stamp was printed in 1931. Most likely using the existing plates to print them again, hence the worn look on the '47 stamp. Scott catalog has them listed Under Hyderabad as #39 for the 1931 original and #39a for the 1947 version.

The shading in the background tells you it is a different stamp. Printed on different paper also .

According to Stanley Gibbons, there are only two 4p stamps of this design: SG41 issued in 1931 on wove paper and SG41a issued in 1947 on laid paper. I don't see evidence of laid paper in either of the illustrations. What I see in the first stamp illustrated is massive surface damage, of a kind that's consistent with the stamp being in a trouser pocket when the trousers were sent to the laundry.
