"Putnik" was a Yugoslavian travel agency
Your stamp is most likely a revenue insurance ("osiguranje") label

The stamps refer to amounts of premium in dinar for accident insurance that could line up with a company stamp (cancel) for a travel agency.

Evropsko Osiguranje of Belgrade. Probably needless to add Belgrade in Serbia and Zagreb in Croatia both were in Yugoslavia.

A theory might be that the stamp was proof of payment for travel-accident insurance with a 10,000 dinar coverage taken out for a trip booked with, or car hired (the example posted by vayolene has a distance added) from the travel agency.

Maybe Putnik handled travel arrangements to Sputnik with requisite travel insurance.
