Greetings, I came upon this Japanese stamp and could use some help determining what the overprint is about...

Any help would be greatly appreciated; could this be a pre-cancel?

Thanks Perf12.
What do the two characters above the wavy line say/mean?
Is that a city name?

With help from ChatGPT...

Perfect & Yes — when rotated, the cancel reads **#35914;#23798; (Toshima)**, which is indeed one of Tokyo's special wards.

So, what you're seeing is a **cancellation mark** applied at the **Toshima Post Office** when the stamp was used.
