Russia C26/C30/C30A - Need Some Help

This vertical pair with blind perfs between measures Perf 11.5 all around, watermark 170. This stamp comes imperforate (Scott C26), perf 12 x 12¼ (Scott C30), and perf 12¼ (Scott C30a). The blind perfs also measure 11.5. Did someone take an imperforate pair and apply perforations?

None of my specialized Russia catalogs list an 11.5 so it must be added perfs. The centering also supports this because it is too good for the issue.
