Value Of 85A Versus 85f And Their Rarity

Scott 85A has only two examples. I have read that this is because of the printed matter the stamp was used to send. My question is what accounts for the rarity of 85F then, which also only has two examples known, but doesn't seem to have the prestige of 85A. What was 85F used to mail? Thanks

Only one 85A is available to the public. Also it has a better story. Story drives the demand and price.

Most of the higher values were used to send mail overseas. Some were used on parcels.
