The part-10 of the Stanley Gibbons Russia catalog was published in 2014. Is a new edition going to be published in 2025? All my inquires have gone unanswered. I think Stanley Gibbons was sold and that may why I have not heard back from them. Any updates??

They are having problems with most catalogues. Their GB Specialised range is more than four years behind schedule. Other than Collect British Stamps, Concise, SOTW, and Commonwealth, they publish four or five catalogues a year.

Having been sold has not stopped them publishing catalogues.

Almost certainly, they will not publish a new Russia catalogue this year.

Since the catalog stops in 1991 perhaps there just aren't enough changes to justify the effort and cost of a new edition. Scott gets trapped in the annual publishing cycle and a lot of times there are little differences to make it worthwhile. The pricing aspect is rather useless since the market really sets the prices.
