Help With Identifying Postage Due Marking

All I have is this front. I am not even sure about time period. The postal marking I think is red and is saying "collect one cent"? Was this marking commonly used and if so mainly east coast or a specific town?

Are you sure it is not "Collect Six Cents"? I don't have the American Stampless Cover Catalog to locate the exact marking, but here are some similar markings from the 1840s-1850s, copied from these articles you can read for general background information.
