Site That Seems To Estimate Tariff/Custom Duties On Stamps Received From Various Countries

The site is tariff.flexport.com. Type in the phiulatelic material you are seeking the customs duty - the code will likely be 9704.000000 but best to put in a written description and follow th eprompts. You then have a drop down menu to find the country of origin.

Note this is valid until there are further changes to tariffs.

As many of you know, usually no duty if anything is sent as a gift or for informational purposes (say a swap or for a philatelic meeting). If it is bought legally it should get a duty. Fascinating to see that UAE, Kuwait and Saudi Arabia get only a 10% duty while India received 50% along with China.

It seems the average is between 15 - 20%.

I believe India's 50% is tied to their purchasing oil from Russia (25% plus 25%).

According to the United States Harmonized Tariff Schedule Revision 2 (as of 07/09/2025) the rates of duty for HS Tariff codes 4907.00.00.00 and 9704.00.00.00 is FREE. That is regardless of the "country of origin".

There is still confusion and ambiguity about how the rules are applied and enforced. The product category tariff for postage stamps is 0% but the import may still be encumbered by a blanket tariff or reciprocal tariff that is added to the product category rate.

KPMG ( https://kpmg.com/ie/en/insights/tax...tariffs.html ) says
"It should be noted that the baseline tariff of 10% is in addition to the normal duty rate [for that product category] that applies to the import of goods into the US today. Whilst the wording on the Reciprocal Tariffs is less clear, we are operating on the basis such tariffs will also be in addition to normal duty rates."

To add more info - USPS on its site now asks you be more specific in describing your items sent by package. If international first-class letter or large envelope, no customs duty applied as USPS states no description is required - https://www.usps.com/international/...ms-forms.htm

So I guess for small quantities of moderate to low value philatelic items you could simply send it first class international letter or large envelope. For larger quantities and items of high worth it may be best to talk to a dealer or send it with a description along the lines of USPS language (e.g. unused postage stamps and First Day Covers).

Anyone have suggestions?
