Someone on-line is telling me that this Banknote issue is Scott #189 because it is soft paper.
With the Continental Banknote Co. logo in the margin, this would be Scott #163....correct??

Looking for online info, Scott #189 was printed by the American Banknote Co, from plate 31 from the Continental Banknote Co.

Unless that online resource is incorrect,

The Durland plate number catalog confirms that American only used the continental plate for the 15 cent stamp. Printer (and therefore the Scott number) must be determined by paper type. Still quite a nice item either way.

It depends on the paper. The info about American using the Continental plates is correct, so the paper is the key.
