The short answer is yes, it is British Columbia.

All I was able to quickly find out is that the abbreviation BRIT. COL was only used at 20 offices, but I didn't find a list of which 20.

I did find a list of these offices in "Territorial Post Offices of Canada" by W Robinson (although these aren't really territorial post marks).

The only offices with this abbreviation that end in ON are CLINTON and PAVILLION. I think your example is Clinton.
