I can't find it anywhere. I found one with the correct framing border but the wrong head inside. If you can tell me where I can get more info on it that would also be great!

Its a cutout of a stamped postcard from 1917

heres an example I found online, i'm not sure about the catalog number.

If the "stamp" is too thin for a postcard cutout, it could also be from a newspaper wrapper. In either event, nice example of an illegal use.

Half a penny to get printed matter to the USA in 1928. Pretty amazing.
Edit: I just noticed it's not the exact same design. Oh well, you get the idea. More details can be found in the Higgins & Gage World Postal Stationery Catalog, or possibly a Gibbons or other specialized catalog that includes postal stationery.
