Gibraltar Specimen's - Error In Sg Catalog

I am using the 2024 catalog

Curious if there is an error in the SG catalog for Gibraltar SG 121-131.

at the bottom 121s/131s PERF Specimen SET OF 14

I have a set of 11, but the catalog is saying 14. I believe they are referencing SG 123b, 124c & 125c.. These 3 stamps were printed later and not part of the original printing in 1938. So these 3 stamps would not have been marked as SPECIMEN.

Can someone, verify this for me as I cannot locate these 3 stamps in SPECIMEN format.

Why would the post office not distribute specimens of stamps that are issued at a later time and are new values or new colours to postal authorities?

This number has been listed for decades.

I agree that they're not really a single set, but this annoying practice is usual with SG.

I guess now, What would be the Catalog value for a 1938 set of 11?

Stanley Gibbons does not list them separately. So, it is anyone's guess.
The numbers of specimen stamps might be roughly the same for all values. The difficulty, therefore, might be to find the three extra stamps.

So, is the value the same for each stamp, or is the value in the later additions?
