Need Help In Telling The Difference Between Bolivia Scott #118 And 128

The American Bank Notes company produced stamps for Bolivia during the years 1919-1920. (Scott numbers #118-127.) Using an image that looks very similar, Perkins, Bacon and Company produced the "same" series again during the years 1923-1927. The Scott Catalog provides the following help -- "There are many differences in the designs of the two issues, but they are too minute to be illustrated or described." Could someone provide a bit more help than that in distinguishing the two issues?

According to Michel catalogue "Bolivia" in shield inside coat of arms is with (first issue) or without endpoint.

The line above the top left ornament also appears to be longer on Floortrader's images.
