It appears the stamp on the right is missing a color, perhaps a shade of blue?
Something has to account for the major color difference.
Many Belgium stamps of the era have shade varieties but not as pronounced as this one.

It's not rare and is easily found on ebay and hipstamps.

According to the Scott catalogue, the stamps were issued in 1912. It notes that counterfeits exist of Nos. 97-102. Those of No. 102 are common.
The one on right is plum colour, appearing to my eyes, which is the genuine issued color.

As to which is really genuine, someone else can ring in.

Certainly within the colour variations shown elsewhere, with the possibility one is a forgery.

With the caveat that LastDodo users happily post forgeries for real stamps.

19 September, 1914 was a pretty sporty time in Namur.

I don't see this as "missing a color" in the printing process. It's printed with one ink. The ink had variability. Everything on the plum/violet/purple spectrum from that era is basically unstable over time.
