Vertical Precancels Or Parcel Cancels?

As far as I have seen precancels were applied horizontally. Here they come vertically - for what reason? Or are these parcel cancels?

There were special machines to apply precancels to rolls of coil stamps (not parcel post). The Precancel Stamp Society just published a new catalog listing all 2576 different varieties. 73 mostly large cities.
