I bought this at CAPEX78 in Toronto.
It was sold as you entered the Exhibition and was one of 3 souvenir cards produced by the three security firms printing printing Canadian stamps at that time :
the Canadian Bank Note Co, Ottawa, the British American Bank Note, Ottawa and Ashton Potter Ltd, Toronto.

One thing I would like to mention though.
The Canada 1935 Special Delivery stamp was printed by the Canadian
Bank Note Co, Ottawa even though as you note it was engraved
by William Jung who worked for the American Bank Note Co, NY

Even though the Canadian Bank Note Co started out as a subsidiary of
the ABNC by 1923 it was separated from the parent company.

There are several cases of engravers who worked at ABNC. NY and at the same time engraved stamps for Canada (which were printed in Canada by CBNC) and others for different countries of the world (which were printed in the United States).

For example Edwin Gunn, with Canadian stamps between 1908 and 1935, or Elie Timothée Loizeaux, with Canadian stamps between 1908 and 1943.
Both engraved during those same years foreign stamps that were printed by ABNC in USA.

...and here are the two SPECIMEN versions. For the record, they are printed on paper, not card

and, for the same show, the SPECIMEN version of the BABNC engraved card (yes, this one was not printed on paper).

For the CANADA'82 stamp show, BABNC produced several engraved cards that for some reason I have yet to acquire. The scans that I have found online appear to imply that there were five different cards.

Issued on October 19, 1931, this 2-cent stamp marked the 150th anniversary of the Battle of Yorktown (1781). The battle followed the victory at Yorktown at which General Washington received the sword of surrender from British General Cornwallis. Black within a red frame, the stamp pictures Washington flanked by Count de Rochambeau and Count de Grasse, leaders of the French forces that aided in the American victory.
