The two unoverprinted telegraph stamps are listed in the Hiscocks catalogue as a 1900 issue with a footnote saying that these stamps with "DESTACE" overprints are "provisional revenue stamps issued in 1902 to indicate payment of a tax on the butchering of livestock carcasses".

that book would help a lot of folks...i have the Guatemala reference books..so I can help with their telegraphs and revenues..but there are a lot of other countries out there !
