Scott Supplemented Or Not?

so, as most of you know I'm new and I've been trying to build a Scott's International Albums to the 70's...

It has been stated that supplements are not just a yearly releases of pages but an update to the Volume parts...

How do I know if my used Scotts International Albums parts I, II, III ect. have the supplements and they are indeed full and complete?

or am I still not getting this?

Sorry, I may have inadvertently been a source of your confusion when I first posed the question to you. That is because there was no initial pic, and I wanted to confirm you had a package for a Scott International Part, and not just some yearly supplement to one of their other albums (e.g., Scott National).

Scott calls them annual supplements for all the other albums (i.e., albums that are not Scott International). These albums are often sold complete, or in a couple of sections. The collector can then purchase annual supplements to add onto the album.

The Scott Internationals are different. Most people cannot afford or do not want to buy the entire set at one time. So the Scott International is divided into Parts (currently 40+). After the 1970's, each part basically covers a 1 year period. So in this sense, each modern Part is similar to a annual "supplement". When Scott issues a new "Part" for the Scott Internationals, it is already complete for that year. There are no additional supplements. Any page errors, I imagine you can contact Scott for a replacement page.

There is one exception that I know of to the "supplement" for Scott International. And that is the PRC pages from 1949-1972. Scott originally did not include PRC stamps in the Parts. When Scott made the decisions to add PRC to each part (I think starting with Part 9 in 1973), they did release a supplement to cover the missing stamps from 1949-1972. That supplement is sold separately, and those pages are NOT included in Parts 3-8(?). This is the only exception that I am aware of.

Somebody feel free to correct me if I am wrong, as I don't deal in supplies.

The only thing I am aware of that might be called a supplement, and I've never seen it, is the "Scott International Album Pages: Bosnia & Herzegovina 1879-2007 (92 Pages / 45 Sheets, [Product Number 800BOH]). According to Scott, it "includes stamps released by the Muslim Government as well as those issued by the Bosnian Croat and Bosnian Serb Administrations." If anyone has seen this I would love to know whether it adds any pre-1940 stamps that aren't in the International Volume 1.

To muddy the waters, Scott fiddled with every edition of the Volume 1, adding some stamps and deleting others, including entire countries. The 1943 and 1947 editions are the most comprehensive, but later editions have some stamps that aren't in these. (Unfortunately, in the reediting process, the later editions lost more stamps that were in the 1943/47 edition than they gained.)
