Are the Octagonal cancels always a telegraph usage?

I have the same question as Kelump. The Michel catalogue has two columns: "telegrafisch gebraucht" and "postal gebraucht". How do you distinguish these? By the cancels? Can I assume "octogonal cancel" = used for telegraph?

Here are octogonal cancels on a stationery postcard.

Octogonal cancels can be found on railroad stamps too
