is this a #117 A60 Great Britian?

I'm not use to finding anything but min value in my stuff, if so why is the used value $47.50 while the new is only 11.50?

Yes, it is Scott #117. It is the only stamp of the Jubilee set that has a used value above the mint value. It was issued well after the rest of the set, which might have something to do with the rarity of finding it used? Then again, might not.
